 Andover Zoning 

    Andover Zoning Laws are justified on the grounds that they protect the Health, Safety, and Welfare of the Public.

 ANDOVER ZONING ORDINANCE

Persons submitting Zoning Applications must present proof of ownership or lease agreement of the property in question, a site map and drawing will be needed to show setbacks with details to determine zoning compliance. The permit is issued and can be presented to the Ashtabula County Building Department for further permits if applicable.

​NEW: 2025 - Business License has replaced the Occupancy Permit procedure in the Zoning program. This process insures the Zoning Code has been complied with, be sure to check with the county agencies related to your business to see if any further permitting is required.

Property Maintenance is monitored for all properties in the Village.

Andover Village Zoning - Fee Schedule

NEW: 2023 - Village notification is required for residential rental properties whenever the property is leased / rented to a new tenant.

NEW: 2025 - Short Term Rental License : Property must have a sign out front clearly stating the address / contact number. license is renewed annually January 1st of each year and is subject to review of any complaints received the prior year before being approved.
